Through the Practitioners Teaching Program, the Public Administration Study Program of FISIP UNIDA Presents the Bandung Utama Development Optimization Team to Discuss the Buruan Sae Program in Bandung City

The Public Administration Study Program, Faculty of Social and Political Sciences (FISIP), Universitas Djuanda (UNIDA), once again organized the Practitioners Teaching program in the Odd Semester of the 2025/2026 Academic Year. This activity was part of the Policy Communication and Advocacy course and was conducted online via the Zoom Cloud Meeting platform on Thursday, January 15, 2026.

This session of the Practitioners Teaching program featured Priyanka Puteri Ariffia, S.T., M.Si. She is a member of the Bandung Utama Development Optimization Team (TOP) as well as the Bandung City Dekranasda, and was also recognized as the 3rd Runner-Up of Miss Indonesia 2024. The material presented carried the theme “Framework Design and Implementation of Data-Based Policy in Bandung City Urban Farming Program: Buruan Sae.”

The Course Coordinator for Policy Communication and Advocacy, Denny Hernawan, Drs., M.A., explained that this Practitioners Teaching session presented a representative from TOP Bandung Utama, an ad hoc team formed by the Mayor of Bandung. The team plays a role in providing policy recommendations for various strategic programs of the Bandung City Government.

Denny Hernawan, Drs., M.A., further stated that the material delivered offered a concrete illustration of public policy implementation analyzed from the perspectives of advocacy and policy communication strategies.

“One of the programs elaborated by the speaker was Buruan Sae, an urban agriculture program developed in Bandung City. The program is designed using an urban farming approach that utilizes limited spaces in urban areas, making it different from conventional agricultural practices,” he explained.

In her remarks, the Dean of FISIP UNIDA, Dr. Hj. Rita Rahmawati, Dra., M.Si., stated that the Practitioners Teaching program holds strategic value for both students and study programs in efforts to improve the quality of higher education. According to her, the development of academic knowledge needs to be supported by practical understanding gained directly from policy practitioners.

“Regarding the theme discussing the Buruan Sae Program, it is expected that students will be able to understand the program’s concept, objectives, and its role in realizing urban food resilience. This understanding is important to see the linkage of food issues within the context of public policy and to provide applicative insights based on field experience,” she said.

Meanwhile, in her presentation, Priyanka Puteri Ariffia, S.T., M.Si., explained that urban food policies need to be understood through an integrated food system approach that encompasses the entire food chain, from production, processing, distribution, and consumption, to waste management and food leftovers.

“A sustainable food system must be able to integrate economic, social, and environmental aspects in a balanced manner and involve cross-stakeholder collaboration,” she explained.

She also outlined several challenges faced by the food system in Bandung City, including the conversion of agricultural land that impacts the production space crisis, limited access to land for urban farmers, low regeneration of farmers and youth participation, as well as high levels of food waste that are not yet supported by a strong circular economy system. These conditions necessitate the presence of data-based policies capable of addressing issues contextually and sustainably.

Furthermore, Priyanka Puteri Ariffia, S.T., M.Si., provided an example of data-based policy implementation through the Buruan Sae Program (Healthy, Natural, Economical), developed by the Bandung City Government as an integrated urban agriculture program.

“This program integrates various agricultural components, such as vegetables, fruits, fisheries, small-scale livestock, family medicinal plants, agricultural product processing, and organic waste management. Based on data from the Bandung City DKPP in 2025, the Buruan Sae Program has involved hundreds of groups across all districts and has become part of the Mayor of Bandung’s priority action plan,” she concluded.
