The Public Administration Delegation of the Faculty of Social and Political Sciences, Djuanda University participated in the SIAP JABAR 2021 (Silaturahmi Administrasi Publik Jawa Barat Tahun 2021) for the third time at Parahyangan Catholic University as this year's host. SIAP JABAR 2021 was held for 3 days from November 10 to 12, 2021 virtually through Zoom Meeting. SIAP JABAR 2021 is a routine event held in order to strengthen the relationship between students of the Public Administration Study Program located in the West Java area. This activity carries the theme "Digitalization of Public Sector Human Resource Management (HRM) and Increasing the Competence of the State Civil Apparatus (ASN)". The purpose of holding SIAP JABAR in 2021 is to facilitate Public Administration students in West Java to deepen the scientific discourse of Public Administration in an effort to make a real contribution to improving the condition of the nation, especially in the West Java area. This activity was attended by 12 delegations including Djuanda University, UIN Sunan Gunung Djati, Pasundan University, Galuh University, Parahyangan Catholic University, STIA LAN Polytechnic Bandung, STIA YPPT Priatim Tasikmalaya, Al-Ghifari University, Muhammadiyah University Bandung, Muhammadiyah University Sukabumi, Padjadjaran University, and Swadaya Gunung Jati University. There were five series of activities carried out over 3 days. On the first day, a National Seminar was held where SIAP JABAR 2021 delegates will receive material on Digitalization of Public Sector Human Resource Management (HRM) and Increasing the Competence of the State Civil Apparatus (ASN) with the subthemes "Constructing the Future of Digitalization of HRM in the Public Sector" and "Digital Literacy for ASN; To What Extent is it Needed?" presented by Prof. Agus Pramusinto, MDA (Chairman of KASN RI Chairman of IAPA) Dr. Yaya Mulyana, Drs, M.Si. (Chairman of IAPA West Java), Imam Suryanto (Public Relations of the Ministry of Trade RI) and Jaya Setiawan Gulo (Inspirational ASN BEA CUKAI '17, Outstanding ASN KEMENKEU '18, Inspirational ASN Indonesia '19, Founder @JadiPNS). Prof. Agus Pramusinto, MDA. explained that "The developing position filling system is expected to lead to information system-based positions as a merit system management aimed at creating an automation system where starting from planning needs, ASN procurement, career development, promotion and transfer, work management, payroll rewards and discipline, protection and services, as well as the application of the system to be organized which can be applied to the public sector and can increase digitization and MSDM in the public sector," said Prof. Agus Pramusinto, MDA. In the Digital Literacy material session, Imam Suryanto said "The current generation is welcoming Indonesia's Golden Generation 2045, if we cannot take advantage of this potential and the millennial workforce dominates which will replace generation X, then our opportunity to help improve to better things, one of which is digital literacy," said Imam Suryanto. On the second day, the activity continued with Presentations and Discussions. The results of the research conducted by the delegates were produced in the form of a research paper with the theme "Digitalization of Public Sector Human Resources (HR) Management and Increasing the Competence of the State Civil Apparatus (ASN)" then presented and discussed with experts in the field of public / state administration and produced a series of recommendations that will be submitted to relevant government stakeholders. This research program aims to identify various types of problems in the Indonesian government, especially in the West Java region related to the scientific discourse of Public / State Administration. On the third day, a Public Hearing activity was held where SIAP JABAR 2021 delegates made a policy brief on Digitalization of Public Sector Human Resource Management (HRM) and Increasing the Competence of the State Civil Apparatus (ASN) by raising issues and a recommendation in the form of policy alternatives offered by the delegates to Bedi Budiman as Chairman of Commission 1 of the West Java DPRD. "I will accommodate input, suggestions and innovations from the delegates and will make a design for evaluating the performance of programs carried out by the West Java government," said Bedi Budiman. The last activity held was the General Assembly, in this session all delegates discussed the rules of the general assembly, the agenda of the general assembly, evaluation, recommendations for SIAP JABAR 2021 activities, determining the theme and host of SIAP JABAR for the following year. The SIAP JABAR 2021 event which was held virtually gave an extraordinary impression to the delegates, where in this SIAP JABAR activity the delegates could strengthen their relationship, and the event that was held was very lively. We hope that next year's SIAP JABAR activities can be even better than this year.
